Multiple electioneering complaints filed against GOP chair’s PAC President

MISHAWAKA, Ind. — Multiple sources have confirmed multiple electioneering complaints have been filed against the President of the Hoosier Conservative Voices PAC, Mark Rolfes. HCV was founded by St. Joseph County GOP Chair Jackie Horvath in 2020. The PAC is also run by her son, Ben Horvath, and is housed in a building that she owns. Earlier this year, when Jackie Horvath became the GOP Chair, she made Mark Rolfes the PAC President to attempt to distance herself from legal liability. However, she has still maintained her power over how the PAC is run and has been directing her son and Rolfes on day-to-day operations.

According to sources, the complaints against Rolfes range from campaigning for candidates within 50 feet of the entrance of early voting locations and aggressive and confrontational behavior — on top of alienating most Republican candidates due to Mark Rolfes’ insistence on only campaigning for the Republican Candidate for Probate Judge, Loris Zappia, and Republican Congressman Rudy Yakym III.

“Even the Republican poll workers have said, ‘what the hell is this guy doing?'” One source told RNM. “Several people have said they voted for the Democrat just because of Rolfes’ behavior.”

Sources within the party confirmed to RNM that Rolfes only stopped his illegal campaigning activity AFTER he was directed to do so by GOP Chair Jackie Horvath.

RNM reached out to Jackie and Ben Horvath for comment. Neither have gotten back to us. RNM also reached out to Mark Rolfes. He has historically refused to comment on any RNM investigations.

It’s important to note, Mark Rolfes is also the ex-husband of current Republican County Clerk Amy Rolfes. While they have been divorced for years, they had previously reconciled. In fact, they got engaged to be remarried during a GOP meeting this past spring. RNM reached out to Amy Rolfes for comment as well. As of publication, we have not received a response.

  1. Looking at the photo and then measuring on Google Maps to that spot puts Rolfes at 65ft from the entrance for polling, well outside of the 50ft boundary.

    Clifton, I’m not a fan of either Rolfes, but if there are better photos of him within that boundary I’m sure your readers would love to see them.

    As it is, this photo looks like it was taken from inside the building in a non-public area – and thus by someone with an agenda. Call me skeptical.
